“I have had the privilege of knowing Senator Campbell all of his public life here in Washington. He is a man of tremendous principle, and that kind of comment just does not surprise me at all. He is tremendously dedicated to the issue of a balanced budget amendment, and I know he was terribly frustrated when he saw a good many of his former Democrat colleagues back away from their strong support over the past few years for this issue. Mr. President, this is an issue that now rests at the desk of the Senate, I am sure to be revisited again over the course of the next several months as we struggle to try to find a way, absent a balanced budget amendment, to resolve our spending difficulties and establish a course for the Congress in working with the executive branch of Government to bring down our deficits and move us toward a balanced budget.”
