There is nothing in that amendment with which I disagree as part of process and procedure. You bet we should have talked about proposed substitutes and changes removed from, I call it the catchall title to the advanced title, to a higher priority as it relates to the direction we give our negotiators and ambassadors, the principles of negotiation and the objective of those principles. The second-degree amendment, though, takes away the point of order. It says, here is how you negotiate, but it does not deny the right of the Senate to speak. I hope at the appropriate time, early afternoon, we will offer a motion to table that amendment. I do believe we need a good straight up-or-down vote on the Dayton-Craig amendment. It is an important amendment.
