“Most importantly, let me thank him for coming to the floor this afternoon to talk about what, without question, is a critically important issue to our country. That is that a President, once elected and sworn in by a Nation, has the right to govern the executive branch of the Government. We all know that takes a good many hands at the tiller, talented people from all walks of life who can help a President in all of the agencies of the Government make the right determinations and decisions as they relate to how policy ultimately gets implemented into law. We have watched over the years as this has become a most cumbersome approach. It has become increasingly involved, a combination of legislative action on the part of the Congress--the Senate playing a role--executive orders on the part of the President, all coming together in a critical mass. That takes the process a very long while to work.”
