Madam President, I ask unanimous consent that the text of my motion to commit be printed in the Record. There being no objection, the material was ordered to be printed in the Record, as follows: Motion to Commit With Instructions Ms. Klobuchar moves to commit the bill H.R. 1628 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) provide a tax credit equal to 25 percent of the premiums for health insurance paid during the taxable year for individuals who-- (A) do not qualify for the credit under section 36B of the Internal Revenue Code of 1986; (B) are not enrolled in or eligible for Medicaid coverage; and (C) in the case of individuals residing in a State that has not expanded Medicaid as provided under the Patient Protection and Affordable Care Act, would not be eligible for Medicaid coverage even if the State did so expand Medicaid.
