Madam President, the Franken, Leahy, Durbin, and Wyden amendment addresses concerns raised by privacy advocates, tech companies, and security experts, including the Department of Homeland Security. The amendment tightens definitions of the terms ``cyber security threat'' and ``cyber threat indicator,'' which are currently too broad and too vague, and would encourage the sharing of extraneous information--unhelpful information. Overbreadth is not just a privacy problem; as DHS has noted, it is bad for cyber security if too much of the wrong kind of information floods into agencies. My amendment redefines ``cyber security threat'' as an action that is at least reasonably likely to try to adversely impact an information system. It is a standard that tells companies what is expected of them and assures consumers that CISA imposes appropriate limits. The PRESIDING OFFICER. The Senator's time has expired.
