This is a stand-alone resolution. I have never heard of any other constitutional amendment being shopped around like any other piece of legislation to see what you would like to have so I can get enough votes. You call ours a budget amendment light, or something. I am not more lighter than you are. You do not have enough votes. You are light; you do not have enough votes for adoption of your amendment yet. If you are going to call ours light and start making light--l-i-g-h-t-- of it then I think I ought to be here to defend myself, and I will be in a few minutes.
