Mr. Chairman, if we were in a court of law, I would say this side rests at this point, because I think the gentleman has done a marvelous job of confusing the issue so badly that no one could follow his lead and vote against this bill, and ever be able to explain it later. The fact of the matter is the numbers he is throwing around outnumber the total number of people engaged in coal mining in this country by many thousands. If it occurs to one we could amend this bill so that a coal miner could never again, no matter how badly disabled, collect a dollar in order to get the gentleman's vote; it still would not work, because he would not vote for the bill even if we changed it in that way.
