I rise with little enthusiasm for this rule but in great support for the Shays-Meehan proposal. Mr. Speaker, I have a picture on the wall of my office that I purchased several years ago from a high school art competition in my district. It was produced by Jeff Vogelsberg, a student at that time in Belleville High School. It is a picture of a car made out of money that has lassoed and is towing away the capitol of the United States. We have a saying in our language, out of the mouths of babes, which really recognizes the pure and perfect insight that children often possess, their ability to get to the nub of the issue; and in fact, Mr. Speaker, this is how our children see us, how the public sees us. Of course, it is the children who will grow up and write the history books of the future. What do we think they will have to say about us and this Congress? How will history portray us? Will this Congress be portrayed as supporters of a system with integrity and honor, or one of money that is so powerful it can pull the capitol of the United States from its very foundations? Support Shays-Meehan.
