well, it is deja vu all over again, or, more likely, Reaganomics part II: Increase spending, lower taxes, and hope the big budget deficit goes down. But it does not. Under the Republican plan, and I hope my Republican colleagues will listen to this, the budget deficit increases by $23 billion the first year and by $17 billion in the second year. After 4 years of declining budget deficits under the leadership of President Clinton, the Republicans have decided to change course. I studied this well 3 years ago and listened to my Republican colleagues complain about the awful things that might happen under the Clinton budget plan. In fact, Speaker Gingrich said it would actually increase the budget deficit. Well, the Republican budget deficit is going to increase under this proposal. They were wrong then and they are wrong now. They are fiscally irresponsible. I would point out that this is a fiscally irresponsible budget. I urge my colleagues to vote no on it, and I quote a great former President of the United States, Gerry Ford, in describing situations like this, who said, "Things are more like they are now than they have ever been."
