this is a good bill and I urge my colleagues to support it. Mr. Speaker, I want to pay tribute to two men. First, the distinguished chairman of the committee, my friend from Alaska, Don Young, with whom I have served over the years on other committees and in other places and with whom I have done some great work. I have enormous respect and affection for him, and I wish to salute him at this time. I also wish to pay tribute to my distinguished friend and colleague from Massachusetts, Gerry Studds. I have served with him on the Merchant Marine and Fisheries Committee earlier in happier days. I also have had the pleasure of serving with him on the Committee on Commerce, in which capacity he has been an extraordinarily competent, dedicated and decent man. I want to praise him for the hard work he has done in the area of the environment, in the area of conservation, and to note that milestone legislation in the whole area of conservation bears his name and his imprimatur. Superfund legislation on proposals relating to conservation, fish and wildlife, things like the endangered species, ocean dumping, marine mammals protective legislation, and National Environmental Policy Act, are pieces of legislation which bear the imprint of his hand, his wisdom and his character. We are grateful to him for what he has done in these area.
