I am pleased to join my colleague from Pennsylvania, Senator Specter, in offering this amendment to restore full funding to the Low-Income Home Energy Assistance Program [LIHEAP], which provides assistance to poor households for paying their energy bills. The budget resolution approved by the Senate budget committee takes us a giant step toward restoring adequate funding for this valuable program in the face of a drastic budget cut proposed by the Clinton administration. Senator Specter's amendment will raise the funding level further to ensure that the needy will receive the help they need when facing their energy bills. In January more than half the Nation was submerged in arctic temperatures brought on by a blast of cold air from Canada. We witnessed record cold temperatures in numerous towns and cities across the country, thick ice on major waterways, broken water mains in cities from Atlanta to New York, and a declaration of a state of emergency in the District of Columbia. The weather has now improved in most of the country. Temperatures are back to normal. The state of emergency has been lifted. But for those struggling to pay their energy costs during this relentless winter, the emergency is anything but over.
