“I am pleased to join my colleague from Pennsylvania, Senator Specter, in offering this amendment to restore full funding to the Low-Income Home Energy Assistance Program [LIHEAP], which provides assistance to poor households for paying their energy bills. The budget resolution approved by the Senate budget committee takes us a giant step toward restoring adequate funding for this valuable program in the face of a drastic budget cut proposed by the Clinton administration. The weather has now improved in most of the country. Temperatures are back to normal. The state of emergency has been lifted. But for those struggling to pay their energy costs during this relentless winter, the emergency is anything but over.”
