“This balanced budget agreement is an historic opportunity and the first time since 1969 that we will have an opportunity to do this. I would like to commend the administration, President Clinton and Vice President Gore, and those in Congress that supported the agreement that enabled us to be at this particular point, that voted for a document in 1993 which took a deficit at $290 billion and brought it down to less than $10 billion today. And with small businesses, family businesses and agriculture, they are going to get a break, and this is what this represents today.”
