“Mr. Chairman, this is going to provide the new national safety net. We have seen that, with the disasters in both drought and other circumstances, that our farmers need additional assistance in order to provide for a safety net. I have enjoyed working with the committee to make sure that it includes policies which will be a benefit to, not only Maine, but to Northeast, in particular the development of new policies and the expansion of the specialty crops and the special recognition of expanding to cover more of those specialty crops like potatoes. I want to again urge the chairman and would like to be able to work with the chairman and the gentleman from Texas (Mr. Stenholm), the ranking member, as we look to try to reduce to smaller units and rate increases that are no greater than any other class to make sure that we can further incorporate more and more of the farmers, especially in Maine and in the Northeast, as we try to get more of them engaged on a national scale in terms of this new national safety net.”
