I do want to say that the gentleman from Puerto Rico (Mr. Acevedo-Vila) asked us to propose this resolution for the 50th anniversary of the constitution of Puerto Rico with the full intent of giving the people of Puerto Rico a great deal of dignity. It is about that that we are discussing this issue here this afternoon. I urge my colleagues to vote ``aye'' on the resolution.

So that's not clear. Did the border agents supervisors, or do you have any idea who spoke, if there was, in fact, a grand jury, to determine whether or not there was enough evidence?
Under those circumstances, with the supervisors aware of the actions of the border agents, the defendant subsequently was found out to be wounded, under those circumstances, in a Federal court, did the prosecutor take into consideration…
I think this is something that can be worked out on a bipartisan basis, and doesn't need to be one side of the aisle, and doesn't need to be contentious.
