I do want to say that the gentleman from Puerto Rico (Mr. Acevedo-Vila) asked us to propose this resolution for the 50th anniversary of the constitution of Puerto Rico with the full intent of giving the people of Puerto Rico a great deal of dignity. It is about that that we are discussing this issue here this afternoon. I urge my colleagues to vote ``aye'' on the resolution.
