As the greatest legislative body in the world, which is the U.S. Congress, I think we should use the best scientific evidence available to determine the delineation criteria for a wetland, which is not the case in this bill now, and once we know the science, which is available to use now, we can make the policy. However, I think we are making policy in the absence of information.
