I recently went to Iraq with the delegation of eight Members. Four Members on this delegation voted against the resolution to give the President the authority to use force, and they were going to vote against this $87 billion package because they felt that we had not planned the war appropriately and did not plan for reconstruction and did not allow the State Department and other agencies in the Federal Government not associated with the military more access to the reconstruction in Iraq.
