the Boehlert amendment ensures that repairs that were broken take place in the levee system; but No. 2, if the levees are maintained--and this is what I want to do in my study--if the levees are maintained and cut the grass and deal with the issues, we are not going to have an elderberry bush grow up. So my amendment, which will amend the Boehlert amendment, I think, will deal with the problem of maintenance.
