I am about to say that but for the tax cut, there would be revenues available to have paid for this amendment. I understand the Chair is going to rule it out of order because the Committee on Rules has not protected it and therefore has dictated the ruling of the Chair. I regret that, but more importantly than that, the 2.4 million children of America who will not be served regret that.
