The majority leader may not know, and I certainly understand that. We will see what differences might exist. If there are any substantive changes in the bill, we would hope that it would be subjected to a hearing or at least a markup. But the gentleman believes there is no substantive change. As you know as well as I do, and we have talked many times together about this, we cannot continue to have our military continue further with just the CR. If you have a continuing resolution, you now are saying that you have to fund what was last year. You can't go through with what the future needs without putting together the appropriations process. And this is what we are going through right now.
