I know the gentleman from Oregon [Mr. Smith] thinks that is good. The chairman or the ranking member of the Committee on Appropriations does not think it is good. The reason he does not think it is good is because we on the Committee on Appropriations are concerned that there is already a done deal and the Committee on Appropriations is going to be in a bad strait as a result.
