Over a hundred years ago Republicans and Democrats came together to prevent and preclude and to eliminate a politicized patronage system that was sucking down the quality of public service. What the amendment says is that we will not return to that kind of a system. I agree with the gentleman. If your bill does not do that, this motion to recommit does not harm it. If there is a chance that it does, it precludes it and protects it against a politicized civil service system. Vote for this motion to recommit.
