I want to take you back to October 28, 1987. The House was considering a controversial Democratic budget reconciliation bill... The vote was 206 to 205. This bill, for over 2 hours, had an absolute majority of the House of Representatives supporting it, with 218 Members opposing the bill, the proposition that we fought for. Thirty minutes. And here is what Mr. Cheney said about keeping the ballot open: "The Democrats' tactics are the most grievous insult inflicted on the Republicans in my time in the House."
