I want to congratulate Chairman Brooks and Chairman Schumer for crafting a bill which takes a balanced approach toward combating and preventing crime. I also want to thank them for ensuring that the three-time loser provision was included in the Violent Crime Control and Law Enforcement Act. Mr. Chairman, I rise today in support of the amendment offered by the gentleman from Missouri [Mr. Volkmer]. I introduced the three-time loser bill in November of last year, so that it could serve as a mechanism to close the revolving door on people who have themselves proven by their actions that they do not deserve to live in a civilized and ordered society. One week later three-time loser was passed by the U.S. Senate. Three-time loser has also been endorsed by numerous States, a majority of the American people, and the President of the United States. Hopefully, the House of Representatives will soon be added to this list. Mr. Chairman, the three-time loser bill targets only a small number of those who commit the most serious crimes in America, and it is sharply focused upon removing those individuals who repeatedly pose a threat to their fellow citizens. Enough is enough! The time has come for us to rid our streets, schools, workplaces and communities of these repeat offenders.
