Mr. Speaker, clearly we have a concern about the procedure, but more importantly than the procedure is the substance. The gentlewoman from the District of Columbia mentioned we are now extending to all our employees protections that we believe are appropriate for the employees of the American employers. We believe this legislation is important. That is why under Democratic leadership we passed it last year, with the Shays-Swett bill, and that is why on this bill the overwhelming majority, if not unanimously, we will support this bill this year.
