I don't want to get into what we've been getting into, but simply to observe that as the gentleman knows when he uses the 60 some odd percent, much of that, a significant part of that spending, was specifically not included in the baseline, so that it will not be incorporated in the freeze. It will be a lower number than that because, although some of it was in the baseline, a significant portion of it, as the gentleman knows, was not in the baseline. {time} 1430
