I think the majority leader knows, and I know, he has 218 votes on his side of the floor. As a matter of fact, he has substantially more than that. If the last bill was so good, bring it to the floor and pass it. That is what the Speaker says you want to do, you want to pass bills item by item. What is happening is you are passing bills out of committee and they languish there, just as the farm bill, to which the gentleman referred in the early part of our discussion, languished in the last Congress and was not reported to the floor.
