Last week, the President proposed sanctions and travel bans against Russian leaders complicit in their military's intrusion into Crimea. If Russia were to annex Crimea, those costs would rise. A referendum has no legitimacy when there are military forces in the streets. In any event, as I said, I chaired the Helsinki Commission.…”
