This motion to recommit speaks directly to the funding of government. The continuing resolution offered by the gentleman from Kentucky, he has repeatedly said its objective is to fund the government and keep the government open. This is an alternative which argues for the fact that we want to pass a piece of legislation that the President of the United States says he will sign. It is simply for 1 week. It is simply a short period of time while we negotiate. I urge the Speaker to find this motion to recommit consistent with the rules and consistent with the objectives of the legislation that is under consideration. The SPEAKER pro tempore. The Chair has been persuasively guided by an estimate from the chair of the Committee on the Budget that the motion proposes a net increase in budget authority in the bill.
