I thank Congressman Beyer, and I appreciate his leadership on the Joint Economic Committee. I am now pleased to yield to the gentleman from Massachusetts (Mr. Neal), one of the senior Members of the House of Representatives, the dean of the Massachusetts delegation and the chairman of the Ways and Means Committee, who, as I said earlier, is as knowledgeable about tax policy and its consequences as anybody in this House.
