My question is: Last week we had a colloquy, and Mr. Roskam indicated that we would be able to offer an amendment, not just an MTR--we discussed that--but an amendment to the bill. Now, we weren't precise whether it was in the form of a substitute or an amendment. But in either event, I'm asking, Mr. Majority Leader, whether that is still the case and whether or not such amendment will be obviously protected under the rule for such waivers as may be necessary for the piece of legislation that Mr. Roskam referred to?
