the Gulf War and the flights over Iraq are not included in this. You know, if you do not pass my amendments, a year from now we are going to be back here asking where the $100 million went. We are trying to bribe the UN into making reforms. If we reward them for reforms that might happen, bribing them is not going to happen. You have to do some really creative accounting to conclude anything other than we concluded from the GAO report.
