I hold here a major study done by the Center for Naval Analysis entitled ``National Security and the Threat of Climate Change.'' Their Military Advisory Board contains five admirals and four generals, including Sullivan, Lopez and Zinni. In their recommendations, ``Recommendation No. 1,'' they say the national security consequences of climate change should be fully integrated with national security and national defense strategies. Two of the specifics of this have been included in the National Defense Authorization Act, including the National Security Strategy, the National Defense Strategy and the Quadrennial Defense Review, all of which, they say, should consider climate change. A specific related to the intelligence community should incorporate climate consequences into its National Intelligence Estimate. A letter from the chairman of this board said that ``we made that call because we are concerned that climate change may affect our military.'' This conservative Republican proudly joined Mr. Markey in requesting that this become a part of the base bill; and thank you, Mr. Chairman, for making it so.
