Now, with respect to the substance of this debate, I have a question for the chairman, because I think it is very important that people all over the country understand exactly what we are talking about, and the folks that we are expecting this very minimal work requirement from. Mr. Chairman, it appears from my reading of the transcript that the chairman, in answer to a question by the gentleman from Texas [Mr. Sessions], said that we would require community work for residents not already meeting welfare reform requirements, which is also my view of what the bill says. Is that not correct, Mr. Chairman?
