I rise in support of the bill, Mr. Chairman. As written, the bill provides... a reasonable effort by the Congress to try to reduce the Federal work force in a manner that we believe is fair to the employees and at the same time true to the fiscal intent of the previous actions.
Mfume supports a bill aimed at providing flexibility for federal agencies in personnel reductions.
