I want to commend Ms. Wiley, the Leadership Conference on Civil Rights.

I continue to believe that our biggest challenge is to prevent the fraud to begin with, to stop it before it starts.

We have tried to have discussions with CSX and others who are around and responsible in many respects for the mounds of coal. Those discussions have gone nowhere at all.

I want to speak on behalf of those people. Because our job, at the end of the day, is to preserve and protect the environment and to protect the people who cannot get away from the environment they are in.
