“Very simply, this is a sense-of-the-Congress resolution that there should be parity between the adjustments and the compensation of members of the uniformed services and the adjustments and the compensation of civilian employees of the United States. In almost every year over the past two decades, there have been equal adjustments in the compensation of members of the uniformed services and the compensation of civilian employees of the United States, and this expresses the sense of the Congress that this parity in adjustments should continue. I very strongly urge my colleagues to be supportive of this amendment.”
