I missed that. But that is just another example of what may well be stacked away--it is not as though this is simply or straightforwardly a revision or an alteration of provisions directly related to homeland security which we have been dealing with here, and so there have been some changes or modifications. As I understand it, it is becoming increasingly evident that there are a number of provisions in here that have nothing to do with homeland security. Is that the Senator's understanding?
