The point I want to get across to my colleague is that there is the assumption that issues of national security will not be a matter of controversy. In other words, he is saying clearly, if there is a problem, we are going to get these supermajorities in order to do what needs to be done. I am demonstrating that we had an instance in which there was clearly a national security question and you are not commanding the supermajority.
