The President could have called the Congress back. The Congress gave him a CR so the Government could continue to function. Now what is happening is, for the first time ever, the Congress is refusing to provide a CR and use that as a coercive tactic in the bargaining. That is an irresponsible and, in my view, impermissible action. That is what is happening. We did not close the Government down with respect to the Republican Presidents. We let the Government go on to function.
