I desire to speak about the extremes to which the other side will go to frustrate the opportunity to consider significant educational initiatives on this bill by now bringing into consideration subject matter completely extraneous to education and the jurisdiction of the committee; namely, the amendment that is now pending dealing with a banking issue. I want to speak on that subject for a few minutes. I think it is highly relevant to the situation in which we find ourselves.
