I point out that taxes have been paid into the unemployment insurance trust fund for the purpose of paying unemployment insurance in an economic downturn. That fund has close to $25 billion in it. About $7 billion was used in the last legislation we passed. The purpose of paying that money in good times is to be able to pay it out in bad times. I support this amendment.
