I rise today to address a very important issue: the protection of every American's personal, sensitive, financial information that is held by their bank, securities broker-dealer, or insurance company. I am introducing a bill to provide basic financial privacy protections for our citizens. I am pleased that Senators Dodd, Bryan, Leahy, Edwards, and Hollings are joining me in the introduction of the Financial Information Privacy Act of 1999. This bill seeks to protect a fundamental right of privacy for every American who entrusts his or her highly sensitive and confidential financial information to a financial institution. Every American should know whether the financial institution with which he or she does business undertakes to sell or share that personal sensitive information with anyone else. Every American should know who would be obtaining that information, and why. Every American should have the opportunity to say ``no'' if he or she does not want that confidential information disclosed. Every American should be allowed to make certain that the information is correct. And these rights should be enforceable. This bill, Mr. President, would accomplish these objectives.
