Absolutely. Because the Senator gives the administration a blank check. No administration is going to spurn that. Every administration, if you offer them a blank check, is going to take it. They would be fools not to. Obviously they are supportive. You are, in effect, giving them all the authority. The Congress made a judgment in this matter, and it has consistently held to that judgment over the years, and I don't think Congress should go back on that judgment.
