In my State, we have not yet finished the interstate system. We have some very pressing problems in the Western part of my State with respect to certain interchanges. It was not done the way it should have been done to begin with, and we now have to address that problem. I say to the Senator from New Jersey, I take it it is your perception, as well, that these considerations of system need and the needs of the heavily urban areas in which there is this very heavy, heavy traffic, have not been adequately addressed in this legislation.
