This requirement requires the supermajority in the sense that it required that it be adopted by a majority of the whole number of each House. You see, this is very important, and I am glad we are having this discussion because it is important to know exactly what this resolution provides and how it would work in real-life situations. There is a great tendency to just brush it all aside, and in fact I think this exchange illustrates that because I am not now focusing on the three-fifths requirement. That is a different issue.
