Many people have said these are not really trade agreements that are being negotiated, or the impetus for them is not trade; it is investment. These are investment agreements. Among other things, a result of these agreements is extended protection for American investment in other countries; in other words, as the Senator said, for the multinationals to be able to establish their production abroad rather than in this country. Well, of course, if they are going to do that, then they don't want the higher environmental or working-condition standards.
