I want to add that there was a time not too far back when Maryland and Virginia watermen used to shoot at each other on the Potomac River and the Chesapeake Bay. I am happy to report that has never been the tenor of the relationship between myself and the distinguished Senator from Virginia. I have enjoyed working in cooperation with him on a whole range of issues which have been to the benefit of our respective constituencies, and, indeed, to the benefit of the country. I am delighted to be aligned with him once again on an important issue.
