That is my understanding, but the Senator makes a very important point in the context in which she presented it. Typically, after the earlier layoffs that the Senator talked about at Boeing, the economy would have picked up again. Boeing would have resumed work and would have started hauling people back in off of the unemployment rolls and putting them back to work. The fact that they are now laying off additional people confronts us with providing for them, which the extension the other side is talking about may do, but it does not provide for going back and picking up the previous people who were laid off and who have exhausted their benefits. The economy is not working the way it has traditionally worked. It is a very serious concern. The earlier people, instead of being called back because Boeing's job orders are picking up, in fact confront a situation in which Boeing is now laying off even more people.
