The Senator made the point that this addresses those workers who have played by the rules. In other words, they have come, they have worked, and gone back. They have met all of the requirements. Of course, they pay taxes while they are here. We know they are here. They are followed and documented. But I want to add a dimension: It also addresses the employers who have played by the rules by seeking to get their workers through the system legally. Mr. President, I will read from the article in the Baltimore Sun: Despite their frustration, the owners say they will not turn to an obvious alternative work force. ``I am not going to hire illegals,'' said one of the owners. ``It is against the law.'' He made the point that they have done everything legally. This H-2B program is a win-win situation. The workers pay taxes, the Government knows who they are, and they get checked at the border. So you have employers who want to play by the rules and employees who have played by the rules. This amendment focuses on them and gives them a solution to a very pressing problem.
