But now we are a year later and it seems to me it ought to be possible to make some estimates that would be contained in the budget. It is my understanding that in the past, although we may not have gotten estimates before operations began, once they commenced and continued for a period of time, then estimates were contained in the budget requests because it was a continuing matter and you were in a period where you could make such calculations. Of course, that is not being done in this instance.
